Subject: COMPLAINT UNDER SECTION 5 AND 18 (B) SUB SECTION-II OF THE
NATIONAL ACCOUNTABILITY BUREAU (NAB) ORDINANCE 1999, AGAINST THE HOLDERS OF
PUBLIC OFFICE FOR PUNISHMENT UNDER SECTION 10 OF NAB ORDINANCE 1999 FOR
CAUSING HUGE FINANCIAL LOSS TO THE NATIONAL EXCHEQUER BY CORRUPTION AND
CORRUPT PRACTICES.
1. The respondent in this complaint do fall within the ambit of National
Accountability Bureau (NAB) Ordinance 1999 for the purposes of
investigation, trial and punishment.
2. The respondent is reportedly guilty of corruption and corrupt practices
as defined in Section 9 of the Ordinance and as such are subject to
punishment under Section 10 of the Ordinance based upon the following facts
and grounds:
Facts and Grounds:
1. According to news Lt. Gen. (Retd) Javed Nasir was investigated into the
cases of the unpaid loans by Lt. Gen. Mohammad Amjad, the then Chairman of
the National Accountability Bureau but Gen. Musharraf removed him and
investigation was stopped.
2. That Lt. Gen. (Retd) Javed Nasir, former head of Inter Services
Intelligence (ISI), was also investigated for his alleged involvement in the
smuggling of Heroin, but Gen. Musharraf once again stopped the
investigation.
3. As per news reports Lt. Gen. (Retd) Javed Nasir was appointed as Chairman
of the Evacuee Trust Property Board (ETPB) in Nawaz Sharif’s Government due
to close relationship with Mian Sharif, the father of the former Prime
Minister and Shahbaz Sharif, former Chief Minister Punjab. During his
services as Chairman ETPB, Lt. Gen. (Retd) Javed Nasir was involved in
converting Rs.4 billion to Sharif Medical and Educational Complex. He was
involved in the bungling of Rs.3 billion through sale of precious ETPB lands
(situated at Ferozepur Road, Main Raiwind Road and land between Lahore
Airport and Defense Housing Society, Lahore and two plots at Karachi) at
rock bottom prices and financial bungling in the Board’s building in
Islamabad. He indulged in these malpractices being a favourtie and for his
services which he rendered to the Sharif’s family
4. According to news reports Lt. Gen. (Retd) Javed Nasir, as ISI Chief,
leaked secrets of Pakistan while narrating his achievements. As a result, in
April 1993, USA threatened to declare Pakistan as a terrorist State.

Conclusion:
Based on the above facts and grounds, the respondent has shown willful
indulgence in corrupt practices under Section 9 of the NAB Ordinance. Such
persons are subject to punishment under Section 10 of the Ordinance.
As such, the Chairman of the National Accountability Bureau is called upon
to initiate investigation in connection with matters set out herein above
and further proceed to file a reference against the respondent for violating
the provisions of Section 9 of the NAB Ordinance punishable under Section 10
of the Ordinance in competent court of law and proceed against those
concerned for violating Section 9 of the Ordinance.
